Assuming you've been arrested, they would have more than likely confiscated your belongings, including your phone. In that case, I go for the one phone call. If they haven't taken my phone, I'd call, tweet, and email. But if just picking one, I'd go with phone call - you can always leave a message.

With a tweet, you know someone can call for you rather than get a busy or no answer - and a bunch of your friends can put in $1 to bail you out :)
