Do you agree with a proposal to go before the Johnson City Commission that would require dog and cat owners to spay or neuter their pets?

    some people can not pay that people dont have jobs.my pet stay in a fence in yard.

    I think that if pet owners care for their pets in a responsible manner that no one should dictate whether their pet is spayed or neutered. It is unfair to those whom take proper care(vaccinations, making sure the animal is confined to prevent unwanted litters or being a nuisance to neighbors) as well as making sure their wellbeing is priority.

    It has been proven over and over that mandatory spay/neuter does not work and does not reduce the numbers of dogs and cats that are turned into the shelters. If fact, the opposite is true. When mandatory spay/neuter laws go into effect in an area, the animal surrenders double and triple because people make the decision to relinquish their pet rather than go the expense of the spay/neuter or the additional licensing costs and/or fines for having an intact animal.

    There are already more than enough laws on the books to cover those animals which are being abused. MSN laws will not do anything to lessen those problems. Enforcing leash and licensing laws will reduce the number of dogs which are allowed to roam which in turn will reduce the numbers of unplanned animal pregnancies. MSN laws will only affect those who are responsible in the care and maintenance of their animals and in effect punish the responsible breeders of healthy quality pets. Please rethink this before passing this law. Those that will be effected by it are the very ones that you think that you will be saving.

    What is the problem? Apparently you have a lot of shelter dogs. Where do they come from? Well, you have a lot of people allowing dogs to run loose and you have stray and semi-feral dog populations. In Massachusetts we don't have strays. How does this happen? First, we have leash laws. These are enforced. Dogs that escape from owners turn out to be owned and they generally have a license tag. So they get back to the owner. You have a situation where dogs run loose. That is the problem. Dogs behind fences or on leash don't go around reproducing at will. You also have shelters that truck strays to Mass. Some of these shelters PAY for stray puppies! Some of these shelters send us sick dogs. This is wrong. Stop sending us your strays. We do NOT have mandatory spay/neuter. We don't have strays. We do have ediucation and we have people who keep their dogs under control. Why pass a law that penalizes only the people who bother with laws? Why pass a law you cannot enforce? You need to work on educating the public to be responsible dog owners. Good breeders and owners can help you with educating the public. People who value their dogs don't have them running at large. They are too valuable to them. Why don't you do a feature story on someone who is a responsible dog person? And stop sending your shelter dogs with Parvo, heartworm you name it to us!

    There is no legal definition of "puppy mill." This term seems to be used to cover anyone breeding an animal. Simply put, there are abuse laws on the books; USE THEM if indicated. You don't need more restrictive laws that are initiated by animal rights supporters (HSUS/PETA). Every owner should be able to decide whether such surgery is needed on their pets. Animals are PROPERTY and I think we have enough in the way of laws regarding our personal property. Also, if followed to its logical conclusion, when all animals are spayed and neutered, it is one generation and extinction. So if you support such legislation assume your children and grandchildren will be denied the privilege of owning a loving pet and learning responsibility through caring for an animal. Just use the current abuse laws and punish anyone severely who inflicts harm on their animals. There is no need for further laws; use those presently enacted. The animal rightists want no pets, no zoos, no rodeos, no animal farming, etc. They are vegans and want everyone to bend to their extreme ideas.

    puppy mills (as you call them) are NOT the problem. you have been duped by the H$U$ machine. you don't often find purebred dogs in rescue and if you do they have their own rescue personel and general rescues call them when a purebred does come thru the door.
    the problem are the owners, irresponsible animal/pet owners. this is where the point needs to be driven. mandatory spay and neuter does not work. check out the stats.
    no, there are no state records of "puppy mills" except the guesstament the H$U$ has portrayed and duped our representatives for the state of TN. into believing. H$U$ admits to doing NO RESEARCH, they just make outlandish statements without actually knowing and using scare tactics, which unfortunately work.

    Let's go after the puppy mills? Where are they? Does anyone know just how many we are talking about (are there state records that show numbers?), or are we all listening to the animal rightists that just TELL us there are "millions" of pets being abused at puppy mills, "millions" being euthanized? Numbers that are figments of their imaginations?)

    I'm not saying there are no puppy mills, but, are there really as many as the AR people say? Are they just trying to use scare tactics to gain their own agenda of "no animal use", by lobbying for mandatory spay/neuter, which in turn ends in their goal: EXTINCTION (?) Just wondering.

    This is only about pet owners! What about the puppy mills - that is a big part of the problem. Also, what about those that cannot afford to pay high vet prices to spay/neuter their pets. I DO believe in spay/neuter but I think there needs to be a plan as to how to make this program affordable if you are going to pass a law saying it it mandatory.
    How about this - let's go after the puppy mills! THAT is the beginning of solving the overpopulation problem. THEN lets come up with a plan for affordable spay/neuter and programs for assistance. AND THEN, protect the LEGITIMATE breeders. I promote spay/neuter programs but making it mandatory to all owners scares me! What happens to the pets who for some reason are NOT spayed or neutered but in good homes? Too many loose ends here.

    Government is trying to force us to put our animals through SURGERY that absolutely can have complications including death! What gives them the right to dictate that? I own my animals, including their reproductive organs. Mandatory spay/neuter has been proven to NOT work every place they tried it.

    I don't live in JC but if the price of having pets fixed was a lot lower, say $10, then more people could afford to have this done. At the prices they are now most cannot afford it.

    So, if average working stiffs cannot afford to have their pets fixed, would their beloved pets have to be destroyed under the proposed law in JC? Is the city going to provide these mandatory neutering services free of charge for people who cannot afford it?

    What about people who professionally breed purebread dogs and cats? Is the city saying that they do not have a right to earn an honest living like every other law-abiding business?

    It sounds to me like this proposal needs to be examined more closely.

    I would support a proposal to spay and neuter all the white trash in this county. Not only would the costs of services (welfare, WICK, etc) be reduced significantly but the canine/feline overpopulation would be indirectly reduced as well.

    You have GOT to be kidding! When we have NO control over people entering this country for us to take care of and teenage pregnancy at an all time high...all we have to think about is ordering spay/neutering of pets?? Lets get out priorities in line! I'll support that idea when we do something to relieve our over crowding in our schools and our overcrowded emergency rooms from Tenn Care! Come on Johnson City...GET REAL!!
