Tom Baker. You might be A doctor but he is THE Doctor. The definite article, you might say.

Jon Pertwee and Chris Eccleston - my favourite and my first, respectively.
It's lovely to have any of the Doctors, but let's wait on Capaldi until we see what he's like so that his power set matches his personality. If outfits had an effect on ability I'd happily welcome the "Kidney" Doctor, knowing we'd have a better representation in the future...
For me, It has to be the newest doctors (Eccleston, Hurt, and Capaldi).
Eccleston is my favorite doctor. Started with the series with him and while I like Tennant and love Smith, He has always stood out in every single episode he was in.
Hurt is great and the reason why he is so highly voted for after just 1 episode and a cameo is because Hurt, as an actor, has this unnatural talent to just suck you in whenever he speaks. He could read the most boring thing ever and you'd be sitting on the edge of your seat waiting for ever word.
As for Capaldi. He had me hooked when he appeared in the 50th anniversary special. The look in his eyes was all that it took to wash away all the doubt in my mind I had about him.
I can see why Tom Baker is a top contender as well. He is a huge fan favorite and is generally considered as "The Doctor" by many die hard fans.
