Yes. State law should limit full-contact practice. Coaches, parents and players will take this potential hazard more seriously if it’s written into law.
No. There's no need to use the full force of the law. Sports leagues can handle this. CIAC already has guidelines that, starting this summer, limit full-contact practice in the regular season, preseason and postseason.
Neither. Let coaches decide. They may need even more practice time than allotted to teach students how to avoid concussions.
