I think the people behind the ad were aware of both possible interpretations and since both serve to potentially make people stop snd think, they ran it. It'd even say the layered inferences are clever but for the gender concerns that it raises within the discussion on binge drinking.

I agree with you George, my take is that 'Following in footsteps' means the girl in the bed is showing a bad example to her younger sister.
