    I am surprised at the LOW numbers of tickets issued. When I am out on the road, it appears to me that many, many people are on their cell phones-- either talking or texting. It is SO obvious. We wonder why cars are driving into businesses (in NYC), running over pedestrians and leaving the scene of an accident -- and driving into houses. Gee.... could it possibly be cell phone use? Duh ! Fines should be increased A LOT !

    First offense: Fine of $500. And for second offense: $1,000 plus loss of driver's license for 6 months. Third offense: One month in jail and fine of $1,500.

    I guess after that it would have to be firing squad.
