    Both resources and all the other ones that have been identified have to used. History has shown that if you just rely on one thing the problem just ends up being worse. Just for starters look how relying on Guam Government has helped everyone? 5% improvement gets Guam Government 40% raises and there are too many unanswered questions and funding sources that can't be identified. Where were all those people who said they were looking out for us? Oh yeah Guam Government is your worst nightmare and JoeShitTHERAGMAN is everywhere instead of people doing what they say they will do without having anyone look over their shoulder!

    Lots of Hot wind being blown here but it cant be captured and used because it mainly spews from our Legislative members and the Govnors mouths.

    For thousands of years, Wind has been the driving force for migration that brought Proa's to and from Guam as far as Malay and the Polynesian Islands to the east...... The Great Galleons of Spain that Ferdinand Magellan set sail on to discover Guam was powered by Wind as well todays Sailboats.
    The United States for years have used wind for clean renewable energy in both Industrial and Rural communities to help combat Global Warming and the Enviroment. Hollands Windmills have been in use for hundreds of years to pump up water from wells, irrigation and to grind grain in farmlands.
    Guam is surrounded by the largest mass of ocean water on Earth bringing in Wind that can help our community and yes save dollars for our Government and the people of Guam. Are we still in Doubt of the power of Wind?
