I see the nice people at GRRP are working overtime today to vote, clear cache, and vote again. They have been trying to sell Us this particular sows ear for most of my 30 years on island. In that time I have never met anyone withiut a direct financial interest in it who thought it was anything but a scam. It will never make the transition to a silk purse.

I have no problems with a smaller more 2015 version of an incinerator. However I do have a problem with the one bring discussed since too many politicians have their hand in that cookie jar. Start from scratch and let's see what options are available. By the way it's obvious which direction the administration is leaning on the current contract because almost 600 votes by noon, with a super majority of a YES votes on a PDN poll, means the front office is secretly supporting this contract. Their hackers have to assure alarming results so that perception is created that the residents are gravely itching for that contract.

I am a proponent of any entity that provides a viable solution or solutions to Guam's trash problems, which includes waste-to-energy, but this GRRP matter stinks in every aspect from the very beginning when former Governor Carl G signed the EXCLUSIVE LICENSE at the last hour.

For this project by GRRP-- My answer to the question at hand is No-No-No.

The issue of Guam Governor Calvo and the so called settlement agreement raises many questions as to why settle. Yes there is the, what I call IMPROPER LICENSE issued to GRRP, but that in its self was and is flawed. There should not have been an Exclusive License. I consider it to be a Sole Source License/Contract. That in itself violates the Government Procurement Act and should be rescinded.

However, although the License exists, it does not give GRRP a guarantee or free pass to all the Guam/Federal regulatory requirements and processes to the issuance of a permit to operate. Time and time again, GRRP has FAILED, in its quest to be issued a permit due to non-compliance. This frivolous law suit should not be entertained at all. This is nothing but a devious ploy by GRRP to get free money to recoup monies expended for their failed attempts to get permitted.

Another issue at hand is GRRP's lease with the Chamorro Land Trust Commission. That lease agreement is near expiration.

Another question is; did the Governor consult with the Attorney General of Guam? If not, Why?
Let me see…, Current Legal Advisor to Governor Calvo was former Lead Legal Counsel to GRRP – Maybe still legal advisor to GRRP. Is there a conflict? I wonder… I wonder I wonder… Hym.

If anyone googles- Wagdy Guirguis – information provided on the internet on this individual provides interesting information related to c-mp--n contributions in Hawaii and other serious issues – I wonder…. I wonder.

If the Governor wants to entertain this frivolous law suit, it should be done thru the Judicial Process. I would bet that GRRP will for the umptenth time FAIL AGAIN.

GRRP -- It is time for you to accept the fact that the People of Guam have spoken time and time on this matter.

Wagdy and company…, time to take your losses and go home, without any compensation.

Yes, definately. I have been to places in mainland USA and this has worked out very well for the community. If it is planned and built with EPA guidelines, it is extremely safe and reliable. With military growth and increase in the number of Naval ships visiting and dumping their refuge here in Guam, our landfill will not be able to sustain. Imagine a Naval Carrier with 7K people on board not to mention all the escort ships during the same here on our island when the ships pull in. Tons and Tons of trash that comes off the ships and goes to our landfill. I brought this up to a senator or two but I got no immediate response. It fell to deaf ears I guess. Unless I am mistaken, I believe Saipan has been with incinerator for some time and has had no issues. citizens on Guam, become educated on the benefits of this method of waste disposal rather than to continue to ruin our precious ground which takes decades of contamination. I am sure someone in our government is smart enough to find a proper location on Island to build this incinerator whereas it does not impact on people much at all. EPA will be the watch dog to insure this gets build to meet EPA safe standard so no harm comes to the community. God Bless

The poll results are obviously skewed. The only way this will fly is if the senators are paid under the table..but that could NEVER occur...right..

NO NO NO NOT NOW and Never. We don have enough waste. We don't have the money 500 Million -1 Billion. Take the next generation to pay, your kid will pay for this. What is wrong? we can't sue the Federal to collect trash. We need to trash the garbage get a whip to discipline greedy.

Yes, build it ! Just don't build it in my village ! I don't want to breathe in the poisonous ,toxic exhaust it spews out especially when the wind strength is low as it would linger in and around the area longer , also water purification should be top priority because when the ashes leak and runs off towards our rivers and gets mixed into our water resources it just might make our water non potable or unsafe. Yes, build it ! But build it in front of the governors house or office ! Please don't build it in my village !

Electricity and waste to energy projects if needed should be procured via a the Procurement bid process.
