According to PDN, education department still owed 13 million from the past two years. Living within their means is one thing. Not given the $$ as promised by Gov and Legislature is another.

When 90 percent of your budget goes for just payroll alone and everyone knows Guam has no money trees then its managements job to make other changes and live within your means. Management is getting paid pretty good to make those needed changes.

How does anyone give an "A" when GDOE is still owed money from last year's budget?
