The education system is the way it is because those who control it want it that way, including all those that are listed for who's to blame. The elite DON'T want a good educated public, it's not in their interest that people become smart enough to throw them all out.
You got EXACTLY what you asked/voted for, why all the complaining? Want change, then YOU, Mr. and Mrs. Parent do something about it. Get INVOLVED! You vote for the same people! What do you expect to change? STOP thinking that you have NO control, you have ALL the control, just don't know how to use it. NEVER vote for the same person more than once. Make your Legislature Limited Term every election. Listen to NEW people who want to make a change, you already seen that the promises of the old ones didn't pan out.
Once you understand that most of them are there for their own benefit and not yours then you will begin to understand why you got what you have. If you don't like it change it, nobody is going to do it for you, it's YOUR RESPONSIBILITY. IF THIS WAS A JOB YOU'D ALL BE fired FOR BEING INCOMPETENT.
School board, please consider Doug Moylan for Superintendent. He would never let it get this bad or he would fix it himself.
This is my opinion. Some people say blame the Education Board, blame the Superintend, blame the Governor, blame the Legislature. Blame this person, blame that person. They are all at fault but so are we. I'm 17 and the state the schools have been in today have been like this since I was born. Either neglect or ignorance is one cause, but what about some other things like how some of the equipment that the school has are of no use, not because of no maintenance, but because we students do destructive things to them. Holes in the wooden/plaster walls at a high/middle school might have been cause by a student for either fun or he/she had a bad day. Also because of contractors. Electrical problems happening because of faulty wiring do to the contractor not knowing what the heck their doing. Sometime it ain't always the government. Just think about it.
Where are those hired to inspect and insure the safety of the schools? Where are the promises of having the best schools and support of our future? Where is the accountability for anything in DOE? Where are the results of the Board? Oh! for pay raises and employee salaries. What am i thinking?

I used to manage facilities on military installations. My job was to ensure facilities are in mission ready condition. Our annual budget requests are supported by facility inspection reports identifying discrepancies and estimated costs to repair. Discrepancies are categorized by Mission Critical, Safety Critical, Environmental Critical, or Deferrable 1 or 2 years. The Annual Inspection Summary (AIS) Report is our budgeting tool as well as administration tool to develop our Annual Spending Plan from. In times of budget constraints, we prepare and submit written justifications identifying the need for funding to correct Unfunded Critical Deficiencies stating negative impact to the mission if not funded. We had a very good system that works well. Guam DOE problems with getting adequate funding from the legislature for facility maintenance will be improved with substantiated annual budget requests. The military is very serious in its facility management to support it's defense mission. Every command is staffed with well trained civilian and military personnel to ensure facilities are adequately maintained.
I think the legislature is to blame for not providing adequate funding, but the GDOE is partly to blame if strong supporting documents are not provided along with the annual budget request to the legislature.

I thought I read somewhere before that the Feds reported $100 million in deferred maintenance. That didn't just happen over the past five years with this governor or with school management. It's taken a long time to get to this point and a lot of blame to to go around. But it's happened over the past twenty or more years not just now. If anyone has $200 million lying around to fix the schools, that's where it needs to go!
As much as I agree with everything Islander 2 has stated, I don't think we should let the super or the school board off the hook. And with everything so bad, the gov wants to renew the super's contract early and with a raise? So, they're all to blame!!!
You all know damn well who's responsible , it's the legislature and the Governor together the concentrate on self enrichment and for them to make public education a priority is too much of a burden and almost always pushed aside until An emergency band-aid is needed. They send their own children to private schools so they could care less , they use public education improvement as an election tool but always , always pushed aside when elected . Pay raise , retro pay and rampant nepotism is what's most important in gov Guam's agenda. Who benefits ? ask yourselves who has been benefitting from all these projects , pay raise , retro pay etc..? Look at the compassionate marijuana bill , they want to charge $500 an ounce to a dying cancer patient , that's $2000 a month , an ounce won't last past a week . Everything they do is to benefit themselves . Gov Guam official guilty of not paying hundred thousand $ , what happened to him ? All the corrupt cronies flocked together and rescued him !
What a disgusting example of the rampant corruption that has plagued this island . Public education is the last thing on their minds .
