    Drinking GWA's water on tap is like drinking the water from TARZA's pool on a Saturday .

    Poor service,broken/leaking pipes,unprofessional work during repairs, employee ignoring water leaks,poor judgment on repairs knowing the surrounding pipes needs attention,(never mind it's still good ) attitude, and dive companies using public shelter and water for free, these are just a few to mention! I don't mind the rate increase but please give us paying customers a quality service first ! Most importantly the SOUTH really needs help. It hurts to see so much rain fall knowing that water outage is going to happen! Please stop depending on federal funds for maintenance and upgrade we paid where's our money going? Change the Board members and just maybe the people will see a change in customer service!

    GWA already rips off people with their system development fee of $1800 for new connections. They waste money on their advertisements

    Until the people of Guam get the water service they deserve, especially the people down south. It's a no brainer.

    First, the water does not belong to the government; second, there is no guarantee from the government that consumers will have water 24/7, and; third, the customer should have the option to turn off their water meter at any time without having to contact GWA. Unfortunately, many costumers cannot perform this task since their meters are tied in to multiple meters with one service line shutoff valve. In situations such as this, a customer would have to disrupt the other customers just to do repairs on their own waterline. Each meter serving a paying customer should have individual service line shutoff valve with test valve before the meter. This will assure the customer that the water they are paying for is safe for human consumption, what they do with it from then on is their business. However, I am all for good water conservation practices. My comments may not be so favorable to the utility agency but it is a fact that the water does not belong to the government. The processing of the water for human consumption is a function which cost money and manpower. Again, human consumption, from the distribution point assuming water testing was performed and considered marginally safe, but by the time it gets to the consumer it’s filled with contaminants thereby making it unsuitable for consumption. God provides His people with this special gift, so for those who are trying to take advantage of the meek and the lowly reconsider your position and find other means to pay for services. Such means may be in the form of “accountability” time entry for every government employee. The work an employee does for every paid hour must be justified and payable as work completed. If an employee drives around the whole day, it is not necessarily work unless it’s in the employee’s job description, such as police patrol. Overtime hours may be credited, but paid out as regular hours. The government will perform effectively and efficiently if work is justified as payable. There are many good employees that are trying to make a difference and these are the ones that would have no problem justifying their payable work hours. Supervisors, certify the employee’s payable hours with honesty so that sick leave and annual leave may be earned with integrity. Then maybe the rate increase would be necessary.
