    This has been done before and it didn't work then and will not work in the future unless there is an incentive for the owners to bring their animals in for spay/neutering . gov Guam needs to create a animal police force to enforce animal cruelty laws that we have in place , also strict rules in registering their dogs , cats etc... Breeders should be charged a annual fee and be licensed to breed animals for sale. Rules must be created and strictly enforced to make this problem go away. Until then nothing will change.
