    Well, can our Senators pass a legislation that says if your children who are under the age of twenty-one get caught drinking the parent looses their tax return for the next 5 years? If you put a money threat behind it, you might get some parental accountability.
    This would also help people to understand that their extra money will be waisted by Guam Government if they don't act and do their jobs!

    I fail to see how this is the responsibility of the government. Parents need to take responsibility here, and no one else. It may not be easy sometimes, but then no one ever said parenting was.

    I think the parents of these teens should be held responsible and be forced to do more to help our youths to email alcohol and drug free , can't always blame Gov Guam for everything , Gov Guam is currently a greedy , corrupted institution but I really don't think their job includes babysitting. Parents should be held responsible for any crime their children commits , when the parents don't care , their children don't care .
