Biggest influence I see is slowing down any innovation in healthcare IT (other than nuts and bolts infrastructure) by causing contract negotiations to kick in every time any department in the hospital wants to do anything on the clinical workflow improvement side (assuming "IT" is "outsourced" to them...)
