    Yes, negative effects of tobacco use is one of the contributing factors of chronic illnesses (COPD, cardiovascular disease, cancers, etc).

    No.... stop wasting time on laws that will be broken anyway. An 18 year old is considered an adult and can make the same decisions people 21 and over make, join the military, bear arms, sign contracts, vote in elections. If the government thinks we are mature enough to do those things, they should think 18 year olds are mature enough to decide whether they want to smoke a cigarette. It is a civil liberties issue. If my health is deteriorating from smoking, then that's my problem. The more sensible thing to do is harshen penalties on businesses caught selling tobacco to minors and make more smoke-free places.

    Just do it already! Being 18 and 21 never guarantee the person is truly a well rounded adult IMHO. Most on Guam don't ever leave their parents for real life and too many think the Government will help raise themselves or worse, the little children they bare. Parents need to be more responsible to raise kids who have the skills to survive like how to hunt, fish, plant, nurture, grow and harvest food, sew, speak without cussing, and use their time to be constructive. Too many parents depending on teachers and others to raise their children especially after 13 years of age. Kids are being raised by video games, western or american celebrities and liberal carnal minded socialists. Is it any wonder why society is in such shambles? Young adults need their parents to make sure they haven't just grown old but are actually grown ups!!

    The move to raise the legal age of tobacco consumption to 21 has science to back it up. The Institute of Medicine (IOM), one of the most prestigious scientific authorities in the United States, reviewed the issue and strongly concluded in March 2015 that raising the tobacco sale age to 21 will have a substantial positive impact on public health and save lives. Specifically, the report predicts that raising the minimum age for the sale of tobacco products to 21 will, over time, reduce the smoking rate by about 12 percent and smoking-related deaths by 10 percent, which translates into 223,000 fewer premature deaths, 50,000 fewer deaths from lung cancer, and 4.2 million fewer years of life lost in the United States, including Guam.

    Even the tobacco industry agrees; in their own words: “Raising the legal minimum age for cigarette purchaser to 21 could gut our key young adult market (17-20) where we sell about 25 billion cigarettes and enjoy a 70 percent market share.” — Philip Morris report, January 21, 1986. That they knew this in 1986 says a lot.

    This Bill is right on target, and deserves all of our support. Unless, of course, you do not care about the welfare of our island, our youth and our economy (which ultimately is drained of resources to pay for medical care for tobacco-related illness and premature death).

    Actually the entire island should be a non-smoking area. No smoking material should be imported. Grow carrots and munch them.

    the fact that so many of our young people today are even less mature minded than many were prior to the 50's is proof enough we need to raise the age for purchasing tobacco products. Hell, smoking was popularized and pushed on our WWI & WWII troops as young and impressionable as they were, no less the media and movies preyed on society as a whole.

    Other age restricted and licensing measures need to be put into place too like parenting. Too many kids raising kids and adults still acting like kids make for very poor life, coping, and parental skills.

    HELL NO! Ive been seeing teens vape more then smoking Cigs,I think vapes are ok.it's not that bad second hand smoking from vapes doesn't effect the people that are around you.and it doesn't leave that nasty smell on your clothes.it helps some people that I know that used to smoke 2/3 packs a day! So no don't raise the age limit.

    My dad now has emphysema, Mom started smoking after quitting for over 2 decades. I rarely visit her at her house. She smokes like a chimney, the place smells like cigarette smoke and even more importantly my kids don't need to be exposed to 2nd hand smoke or watching grandma smoke. Cigarettes & smoking literally leaves a bad taste in the mouth & it leaves a legacy of failing health, addiction & a slow & miserable, painful death. Do we want that for future generations? Hell no!

    Absolutely. If kids do not start smoking before 21, they are far less likely ever to do so.

    That's why tobacco companies fight so hard against any such proposal on a national level. If you are a smoker, please seek help to quit. If you are a smoker and don't WANT to quit, frankly, you're stupid.

    Both parents smoked growing up. I tried it to see why they did it. Luckily, back then, the schools were educating us kids about smoking (black lung of a smoker, etc.). I was into soccer & track & field. Most of my peers didn't smoke, most of them had the same interests. Our youth need the same exposure-educate them & give them opportunities to steer them away from smoking. Parents need to set good examples-don't smoke! Easy access to cigarettes encourages our youth to smoke. Higher the smoking age.

    I believe the voting age should be changed to 21 as well, plus an IQ test should be provided to allow for more intelligent voting. That way the Ray Tenorio's, Tommy Morrisons, Dennis Rodriguez's. And many others would not have had political careers, let alone (and this is really scary), be in the conversations of gubernatorial campaigns. Please vote smartly in 2016 and moving forward.

    To -A and to those that do not support this proposal. The facts of smoking are provided in MANY research. As for "vaping", research has it at being inconclusive. I have spoken with MANY who have vaped and they feel that it is not hurting them. Well, how do they know? Even the scientists that have conducted the research do not know at this time. Whenever a foreign chemical is ingested into the body, the human body must "acclimate" itself with it. Well, my concern for vapors is they truly don't know what they are vaping unless they conduct some kind of lab test on EACH vape bottle. You never know if someone has tampered with your vape bottle or not. It is a liquid. There are many liquids that can be put into the vape bottle that can easily go unnoticed. i.e. bleach, isopropyl alcohol, etc.

    Yes, i've heard the rebuttal that "you can taste the difference" when this happens. Well, by then you've already ingested something foreign into your system.

    I do agree that more studies should be done by the FDA and better research techniques used to give all of us a better sense of what good or harm vaping can do.
