Yes I question the legislatures spending as much as I question the administrations spending. Both are cheating the people of Guam, and the real question is, who is cheating more? I think it is the administration because they clearly knew they stole money from the people, and refuse to pay it back.
Governor, first recommendation from someone who voted for you in 2010 and 2014. Get rid of Troy Torres, as he is tarnishing your image as an administration of deceit and cover ups. You have plenty of problem children in your administration, but Troy Torres is really bad news and you owe it those people who voted for you. Look at how bad your image is looking today. So sad, and just know, that its not too late to pull the switch on Troy Torres.

Unfortunately, the Governor feels they have the organic act rights to engage in the internal management and operations of the Legislative Branch--which he DOES NOT!! The Legislature thru its appropriation and budgetary process have the organic act to see that Government funds managed and operated by the Executive are in accordance with the Budgetary Laws; the Auditor-General insures that this be done thru its auditing functions

Totally lost confidence in their ability to make the right decisions for the good of the Island and taxpayers when they elected to implement their own pay raises despite a slew of economic ramifications--issues with schools, GMH, roads, housing, unpaid tax refunds, $1.5B+ unfunded GovGu retirement, bloated and "ghost" staff, unnecessary travels, flooding in Tumon, and a whole lot more.
