MAKE THEM PAY AND DO A LONG PRISON TIME.
In addition to paying restitution, try the 2 adult high school kids through adult court, give them max sentences, n deport if them if they're immigrants. Minor kids must face mandatory expulsion, put on probation as they complete their GED.
I would REALLY like to know the reason for the 2 people who voted no. SERIOUSLY?
All those affected should be paid also even the military that were called to assist. Those who made the threat should be punished as terrorist. Put them in jail for awhile to realize it's not a game or joke.
Those people think it is funny. I think they should be put away for awhile and let them realize that it's very wrong what they did and also made fully responsible for a them. I don't feel bad for them.
Aside from GovGuam's cost....those who are convicted should also be liable to pay for the private businesses like Kmart, MicroMall, Home Depot, and Agana Shopping Center.
