No way, Gov't of Guaam has a broken record on infrastructure mismanagement. One case in point of many, many, many; since 1988 the shoddy repair road in front of Untalan Elem. still exists to date. It will take more than 500 words to list mismanagement practices by Gov't of Guaam, where tons of dollars wasted for band aid fixes during election years. Si Roque Naputi Aguon Sr. Oba e escoba.

Never has, and never will. The whole GovGu needs to downsize and privatize as much as of its operations as possible. It has grown too big and consumes more than it can provide mandated services. Refinancing debts only benefits GovGu employees, while itlengthens the payment and further increases debt for future generations to come. In the end, the so-called savings from re-fi can't be realized if not used to pay down debt. The true test to GovGuam's solvency is exposing its debt-to-income ratio. We're all so much in trouble financially, its time for new leadership whose primary aim is to downsize the government.
