whatever the reason for vacant homes there has to be a give on the part of the banks either keep them up or make it easier for someone to buy them.

I have a foreclosure house next door. The place is a mess, grass that is a foot high, litter all over the place.
The pool is green and I'm afraid of mosquitos will grow rampant this summer. The power is turned off, so it is unknown if the basement is flooded (sump pump needs electricity to run). The cedar siding is being to come detached from the house. Not a good sight for the neighborhood that typically have houses that sell for over 400K.

Yup. Two of them. One has been empty for 6 years with all utilities turned off -- and is probably rotting and mold infested inside. At some point a kid or someone will get hurt trespassing and sue the bank for a few million...then maybe they'll start to pay attention.
