What would increasing the tabacco consumption age even do?
If you want to have a real and effective law you senators and law makers should be banning cigarettes. Cigarettes contain carcinogens which are known to cause cancer. If you law makers and head of the island government even care about the people BAN the selling of cigarettes in general.
Increasing the age to 21 will not make a difference in anyones health whether they start smoking at 15,18, or even 21. What a pointless idea.
What a waste of tax payer's money.

Here is a better idea. Why not impose a fine for every lawmaker who introduces a bill where the intent can't be enforced, or the appropriation they are identifying has no funding attached. This way they will stop introducing bills that are wasting taxpayer dollars, for the sake of their re-election bid.
Someone must be bored in their plans to introduce legislation that can't be enforced. In theory this might be a great idea, but why not just let families talk to their kids on the dangers of smoking versus allowing the government to generate more laws that can't be enforced properly. 18-21 year olds are still drinking today, so how is that law being effectively enforced?
Ok so let me get this straight,...we are allowing 18 year-old's to vote, get a firearms id, and join the military BUT we are stopping them from buy cigarettes? The fact that someone in the legislature is wasting time and money on this is completely ridiculous
Why do you think raising the legal drinking and smoking age to 21 will lessen any toll to their well being. If they can decide to join the armed forces at age 17 or 18 (risking their lives) to serve their country, why couldn't they make that decision about smoking and drinking? Don't make any sense to me.

This is the reason why I'm opting for these senators to be on a part time job. Some of these laws are plain stupid. They are just a waste of tax payers money.
My answer is Yes ! but Guam has too many laws and lacks law enforcement.
Increasing the legal age to 21 will not stop teenagers smoking or vaping and Increasing the taxes for tobacco and vaping products will only reduce consumption.
People will continue to use it but consume less.
you raise the smoking age to 21, you may as well raise the age for registering for the selective service to age 21 also. The government needs to stop interfering with peoples lives. We make the decision to do what ever we want as long as we are not forcing others to do the same. STOP INFRINGING ON MY GOD GIVEN RIGHTS.
Frankly, I think cigarettes should be BANNED......Reasons???
1. It is CONTAGIOUS
2. It causes CANCER--to the smoker and to those around who "exhale" it

Okay, to be fair, since it has been in the market for YEARS.......these facts should be made known to the potential buyer/user.
Whether you raise it up or not, what is going to stop those 18 year olds (adults) from making a decision on their own. Either way, it may get worse where they will continue to smoke and "violate" laws about smoking and any other legislated laws. They are adults, they should be allowed to choose how they want to live their lives. Hopefully, instead of legislating the age for smoking, perhaps you can educate them the dangers of smoking and let them decide what they want to do. You want to raise the age to 21 years old, but yet, we want to encourage "17 year olds" to vote. How responsible would that be? They may still want to mess with voting ballots and vote for DONALD DUCK or ELMER FUDD because they think it may be funny. Go figure.
21 is a good age...sometimes people are too young to understand the health risks involved in smoking. Maybe at 21 they might be a little more mature to make that decision and be more cognitive that smoking has zero health benefits and has over 3000 chemicals put into it. I think young people presently are taking health a little more seriously and smoking should be taken seriously too.
The government needs to stop interfering with people lives!
Is this a pop quiz, because what happen to the law that said, ( No smoking in a vehicle, if under age children is present ). What's up with that law...get real, why in force if police officer are not around. I don't blame our police officer for not being there. Police has more crimes to deal with then smokers. Wake Up
