    Forget the Feds, The Governor must work hand-in-hand with the FSM leadership to weed out COFA violators and deport them as soon as they violate the conditions of their entry to Guam--not in school, no job or unable to sustain themselves, unpaid GMH bills, or convicted of a felonious crime. Cease borrowing and deepening our debt to serve these free loafers.

    These Chuukese are taking advantage of the COFA agreement and abusing it as it was not an agreement that had Guam in its best interest. If enforcement included immediate deportation like it has on H2 workers and other visa laws, then abuses by FSM, mainly Chuukese, residents will decrease.

    As it stands now, the Chuukese believe that GovGuam's decisions has no power over them. Public schools, public housing , GMH and GPD have rules but no enforcement. Immigration is a joke because ICE is slow and has no teeth to carry out deportations like what it has become with the borders facing Mexico.

    As an insider, I see unauthorized residents in Ghura housing all the time overcrowding their units.

    GPD cant' adequately enforce the laws on Guam let alone rules for migrants ! Law enforcement on Guam is a farce !
