Whoever messed it up in the first place must be responsible for cleaning it up. The question to ask is, why didn't our local government protect this pristine lagoon? Mis-appropriation of funds? Now, we're telling the Feds to do more in cleaning it up? Very telling of how GovGuam operates--mess it up, then foot the bill on taxpayers, and blame the Feds for not doing enough.
