    What another idea to waste money.didnt they try to start the emergency light type thingy back in the late 80s early 90s. Where the lights turn green when an emergency vehicle is coming up to it to clear the traffic.....did work than

    1. Red light camera equipment mostly chosen comes from Australia and mandates minimums in charges to local government. If your not meeting their quota for incomes then costs must come directly from local government. Some local departments have tried lowering from three seconds to two for purpose of generating income while not having to pay for not meeting quota's. But, this has backfired with several large lawsuits with local governments losing. Fiscally, they are not viable. That is if comments from Rule Of Law Radio podcasts are true.

    2. Yes, its clearly problem and just another OOG (Only On Guam) type situation. Even when GPD has cars in view of event have never once in ten years seen attempt to pursue car for citation.

    Automated enforcement for speed or red lights is not the answer....hmm?! GPD Highway Patrol officers might be out of a J-O-B ! Hence saving the goof-er-ment $$$ ....then I change my mind. YES!

    I live in Chicago, where red light cameras have been shown to increase the number of car accidents, specifically rear-end collisions. The government cares more about red light cameras being a source of revenue rather than public safety.

    Honestly, if they install red light sensors, they should also install Green light sensors! People on Guam don't know how to drive, they don't move when the light turns green, go a little faster at a yellow just so they can make the light, but everyone behind them gets the red, and at a red they think it means 4 more cars can pass!

    I lived in Pasadena where they installed red light cameras. They were eventually removed for legal reasons and also it creates an undue burden to motorists. I would like to know the cost to install, monitor and maintain these cameras because the money earmarked for this project can be better used in fixing the streets like the Macheche Road in Dededo that has become a major street and it is the worst street in the entire island of Guam. In my opinion, the condition of this road is very likely worst than many streets in FSM outlying islands...very embarrassing...use the money for the cameras on the roads...

    This government is so full of half ass ideas! If they're looking for a way to generate income why don't they use the resources they already have GPD! You want to spend money to purchase, install, manage, and, maintain. Why? I'd say invest that money into GPD's patrol unit. Ticket all these red convertible mustangs and on top of that we would have more police presence on our roads and neighborhood. Tax the hell out of these trucking company's that create the most wear and tear on our roads. Gov guam please stop creating more problems for everyone

    Look at the current condition of traffic lights throughout the island. Many do not operate as intended and it does not appear DPW has the resources/skills to properly maintain them. Why would the government purchase more technology that is just going to waste away. (Think generators at GPA for government commitment to maintenance)

    What person with drivers licensed that drive a vehicle never ran a red light. That is a dump question, what l think about red light camera. I saw few GPD police car ran a red light, like the Army say...lead the way.

    No. Use the money instead for other priorities like, the Hospital, Education, etc., etc. The only people that will benefit are the people working for the company that will sell this technology. It did not work in California, why will it work on Guam?

    They stopped using them in many of the places in Calif. because they were to expensive to maintain and didn't prevent people from doing it anyway. It's one thing to have a working system with knowledgable people operating it, but that's asking a lot from Guam, and the cost for a system that will last only a couple of months is not worth it. Power outages, typhoons and high humidity will destroy them before they get hooked up and used. How long does it take to get a school built? The kids could use the money a lot more than Public Safety!

    Shouldn't the priority be ensuring traffic lights stay on during power outages? It's absolute chaos now when the power goes out. These sort
    of outages are almost guaranteed to happen again with the fragile state of the islands base load generators. Besides, many cameras were mounted several years ago, along with a much touted "Traffic monitoring operations center" that was supposed to keep an eye on the major
    intersections, etc. Hmmmmmmm......

    It is necessary. Maybe then people would be more cautious. But the bigger issue of course is cost of installments and repairs in the long run. Also having to borrow money that the government claims to not have. In my opinion it has it's pros and cons.

    Why do Senators want to spend more money now? There are already laws, which were passed by the Senators and the Governor has signed them all into law to prove that they really care and are really doing something, but there is one major problem, the laws are not being enforced or followed. So if the people who we have put in charge Senators, Governor Calvo, Ray Tenorio, the Police Chief that Calvo appointed cannot enforce the law, how is the law going to enforced with cameras? What this measure is showing EVERYONE is that we need robots to do your jobs for you. We need to get rid of the Police, because cameras are going to solve the problem and we need to get rid of Senators and the Governor, because they just want another excuse to spend money that they have and we don't have!
    Why not ask the public to put cameras on the dash of their car? Use the public to turn those drivers in that are breaking the law. People watching out for people. That is what the Police Chief was saying publicly before. Now the position has changed. WHY? Give the public a chance to turn in these violators and collect a reward for doing so. This will save tax payers money and time and making information for those who report confidential saves everyone a huge headache when the next thing that will happen is we hear Senators say we need money for repairs and procurement! This is just another excuse to give more money in contracts to the families of those who are elected into office. Right Governor Calvo?

    The total disregard for red lights and the safety of others needs to be addressed. Granted its a small group who willfully speed up after the lights turn red, but they need to have consequences for their actions before they kill themselves, or others.
