I think all those great Emperors such as John I, Basil II, Alexios I, John II, are missing because the poll it's about "the greatest Emperor so far", meaning those which have been discussed in the podcast so far.
Voted for Basil I and Heraklios, no doubt! ;)

To Berend: the BulgarSlayer was not Basil I but Basil II. Why Basil 'll is missing? He was the greatest. The other one is Heraclius.

It is certainly not Justinian, as his needless and expensive wars drained the treasury, overextended the military and, most importantly, meant the death of hundreds of thousands of people.
Heraclius may have been partly responsible for the hopeless situation the empire was in, but he did snatch victory from the jaws of defeat. He also did the best he could to stop, or at least delay, the sudden Arab invasion.
Leo III speaks for himself, he saved Constantinople!
