Does this mean no one should qualify for EI as there is lots of work available ?

Nobody wants to go into a factory at 18/hr for the rest of your life! Houses cost 350k plus...you can't afford a falling down house on 18/hr. Millenials have watched their parents work in the factory their whole lives and see how miserable they are. Not exactly jumping at the chance are they. Do you blame them?
