Contractors tendered or non tendered all look for ways to milk more money from City coffers
it's been going on for decades. My Neighborhood is getting new sidewalks and streets at the beginning they went to town now down to a crawl seems to take them forever to pave a residential street usually with poor results. Sidewalks not straight put grass in then let it die and weeds grow.
