Redistricting priorities probably best left to state/local communities to decide

States should set up independent commissions for redrawing districts

I'm unsure; redistricting priorities seem multifaceted and a total prohibition on political redrawing would be difficult to enforce

The voting commissioner should use a computer to start at one end of the state and go to the other dividing the districts by population.I've seen some really convoluted districts that at points were only a block wide but stretched for 100 miles.
