I worked on Weather Underground's original weather apps. We needed fairly precise accuracy to choose the closest personal weather station to the user and to display their location properly on the weather/radar map.
Having said that, the author is right that many apps don't need that much precision. For our social sharing feature, we purposefully masked out the lower bits of the location to protect the user's privacy.
