How much "free" can the people who don't want to work get? People hooked on drugs or drug users contribute nothing to society. You cannot have a society where some people are just along for the ride. You don't offer an alcoholic beer at an AA meeting.

This makes as much sense as handing out free needles and then complaining about all of the needles littering the streets and playgrounds. We'll give you a safe space to commit your crime. Allowing these people a safe site to inject their illegal drugs will only encourage them to commit more crimes to pay for these drugs.
