There are penalties and deterrents in place. However nothing ever seems to happen when these astrocytes occur. Too many incidents of cruelty and neglect have happened and no one pays any substantial fines or spends any time in jail. Until the persons responsible are held accountable and spend some lengthy jail time to think about their actions nothing will change. There needs to be some very, very strong actions taken to stop this cruelty. These beautiful creatures are dependent on the humans who take them in to be responsible and care for them.
