Who in the the world would vote NO on this? A warming shelter for people who have nowhere to go to escape the cold...and people are voting NO? c'maaaaan people. have some compassion.

WHY NOT MAKE MORE BUS SHELTERS HEATED,,,they like when you freeze your balls off...get more heated bus shacks so people can at least sit inside in 40 below,,,,for crying out loud we have all the hydro power we need anywhere in the city,,,stop being so cheap like you need every last stinking dollar....cheap skates..
