No, they won't believe Franco, but they will believe Lulu when she remembers. Or Jason and Carly when she is discovered in Ryan's car. Or they will believe Laura and Kevin after they escape from Ferncliff. Or they will believe Jordan when she comes to. They will believe a tone else in Port Charles, But they Will Never believe Franco.
