Here is the rest of the article...

The to date percentage of nominations confirmed during each administration follow...
    President Reagan 98.9%
President George Herbert Walker Bush 95.9%
    President Clinton 92.8%
President George Walker Bush 65.4%. Why?
    President Obama 64.0%. Why?
    President Trump 53.0%. Why?

There are at least 2 Drivers...

    1) Rogue political judges who are legislating and ruling by fiat from the bench usurping legislative and executive branch authority
    2) An extremely partisan, political, unethical, and dysfunctional Senate... with Senators who are engaging in obstructionist actions.

Where is the Senate? Why not cancel all recesses until this is done? Why not meet in Executive session everyday until the vacancies are filled? It should not take 4+ weeks to get a vote on 4 nominees when there is such a large number of vacancies. Change the rules to allow less time when their are vacancies!

Where is the Senate? They are in my opinion derelict in their duty. I present the above as evidence of their dereliction of duty as a body, although there are some that are not derelict as individuals. This is unacceptably high and there is no reason for it except obstructionism and delaying tactics. Some Senators more than others are responsible for this in that some have done everything in their power to obstruct and delay. The Senate is proving it cannot get work done and is a dysfunctional body. Those Senators most responsible for this degradation of the esteem of the Senate of the United States should be removed and replaced by their states with Senators who will strive to get the work of the Senate done.

The Senate needs to end all vacations and non-work events and campaigning and days off until they have processed all the nominees sent to them by the president. No exceptions. Get the job done. It is indefensible that they have not ended this crisis long ago.

Why not table all less pressing resolutions and motions and get this work done and the crisis over?

The Senators that are stonewalling need to be identified and called out on their obstructionism AND should be reprimanded and sanctioned by their fellow Senators!!!

Furthermore, the executive branch needs to get the remaining 100+ nominees over to the Senate covering ALL the vacancies AND queue up another 10% for pre-vetting by the Judiciary Committee. The appropriate entities need to do all the vetting on the queued up 10% so that only a quick review and vote is needed for the next vacancy. Both branches need to be proactive and not reactive.

Please contact the President asking him to get enough nominees over to the Senate to fill all the current vacancies, the known future vacancies, and expected vacancies based upon the trending rate of new vacancies and at least 2 additional nominees waiting in the wings. Then contact your Senators and urge them to get these vacancies all filled ASAP so that there should be no vacancies.

We need a functional Senate that puts country before political party and personal reelection. If your Senator is not of such a mind like mine aren't then do all you can to replace them with a more reasonable person as soon as you can and go out of your way to identify those who are trying to solve the judiciary vacancy crisis by moving the process along.

    Final Note
Numbers above are just a snapshot in time.

I have been watching the Judiciary Crisis since I retired recently and I am appalled at the behavior of the Senate. When the current president took office there were 105 judicial vacancies and 40 judicial emergencies. Today (4/20) there are 148 vacancies (empty judgeships) and 85 emergencies averaging over 800 days vacant!!! There are 44 nominees for various judge positions awaiting a simple vote of the Senate for or against... most have been waiting since February 7th!!!! THIS IS A JUDICIAL CRISIS!!! And it is Obstruction of Justice! Why? Because the Constitution guarantees American citizens a speedy trial as part of due process and vacancies and emergencies prevent speedy trial... this is Obstruction of Justice by any Senate member stalling an up or down vote on these nominees, regardless of party or ideology!

Don't take my word for it you who don't Strongly Agree... research these sources:

    https://www.uscourts.gov/judges-judgeships/judicial-vacancies ; https://www.heritage.org/judicialtracker ; https://judicialnetwork.com/jcn-news-clips-2/ ; https://www.whitehouse.gov/briefings-statements/president-donald-j-trumps-supreme-court-list/ ; https://en.wikipedia.org/wiki/List_of_federal_judges_appointed_by_Donald_Trump

Here is an article I wrote on it with more info... it is a bit dated but still relevant.

Is the Senate is Derelict in their Judicial Duty?
March 8, 2019 by Robert Nowell

There are now 154 judicial vacancies depriving Americans of due process and timely justice. Why?

There are 86 judicial emergencies with a vacancy average of 814 days and median of 752 days! Why?

Then there are also 16 known future vacancies making the total roughly 170+, when consideration is given to those that will happen without current knowledge.

Why aren't there judges queued up and pre-approved so there isn't even 1 day of vacancy?

Just before the president took office, in January 2017 there were 105 vacancies and now there are 154! Why?

The number of vacancies has went from 105 to 154, a 46.7% increase! Why?

There are now 64 nominees pending. There are 45 awaiting a confirmation vote in the Senate. Why?

The number of judicial emergencies since January of 2017 has increased by 115.0%. Why?

The weighted filings per Judgeship average 569, and the median is 584 for the judicial emergencies!!! Why?

Forty-four (44) nominees were sent from the Senate Judiciary Committee on February 7th, 2019 to the Senate for a vote. In the 4+ weeks (29 days) the Senate has had them, they have voted on and confirmed three (4) to date!!! Less than ONE (1) a week! Why?

The number of Cloture Votes averaged 1.17 per president for the previous 5 presidents (36 years), but since January 2017 there have been 53 an increase of 3786%! Why?

The number of Roll Call Votes averaged 21.4 per president for the previous 5 presidents (36 years), but since January 2017 there have been 62 an increase of 287%! Why?

"From 1789 to 2000, 97% of the judges approved by the Senate had no opposition at all. The growing conflict over the power and proper role of judges, however, has made the process for appointing them increasingly difficult. Today, conflict over nominations to all three levels of the federal judiciary has become commonplace." That is for 311 yrs 97% of the nominees were confirmed. For 319 years 96.2% of the nominees have been confirmed. Finally for 327 yrs 95.4% of nominees were confirmed.
