Which is the best way to deal with athletic transferring/recruiting in West Virginia prep sports?

Leave the system as is (perhaps just work on upholding rules)

35-mile non-transfer radius (our proposal)

20-mile non-transfer radius (board assess transfers under 45 miles)

Make transferring completely legal under all circumstances

I just worry that sometimes a kid plays a sport but they aren’t transferring for athletic or education they just maybe grew up somewhere then switched in county then they wanna go home where they grew up but some will frown at that.
