I many USA states they have a flashing light when kids are out and around school. So you reduce speed for 2 hours a day when it matters not like here where for many hours you get ticketed for nothing.
Drivers know when light is on it is serious and actually slow down.

I've driven through school zones now at 4:30 pm and found there were no children around, all of the school buses were long gone, most of the cars in the teacher's parking lot were absent, yet the reduced speed zone was still in force for another hour. Now they want to enforce the speed limit 365 days a year. I wonder how many children were hit or killed before they lowered the speed limit, when it was school patrols that ensured children crossed safely. Still, not all schools have reduced zones and not all zones are 30 km/h, why is that?
