Before adding new taxes, rescinding some of the tax breaks provided to several of Guam businesses should be considered. To do
otherwise is akin to placing a band-aid over a bullet wound. Secondly, to canvass the populous with a poll without amplifying
information, i.e., what will the taxes support, will more than likely result in negative responses, as GovGuam does not exactly have a
stellar record in terms of using taxpayer funds for their allocated purposes.
