We don’t know how to develop or use tight ends

CB, OT, WR are premium positions. Trade down 1 #2, with a later 6, 7 for lower 2nd and mid 3rd. A TE, S might be considered only if highly rated.

OL guard, Safety, Cornerback, & ILB are more pressing needs than TE. Bears can acquire a starting OL & Safety with 2nd round picks, which would make them Super Bowl contenders.
Picking TE may not have that much impact at all. Same for speed receiver. For instance, Gabriel really didn’t make any difference. The weakness was and still is the OL. It needs an upgrade with top 60 pick from draft.
