Preliminary poll results show that opt-in will be a failed strategy. A large majority of people need to install this for the strategy to be effective. Opt-out is the only way to go. Yet again, we are letting our paranoia get in the way of the greater good.

I just don’t trust Google based on their past use of data. I’m also not sure of the value if I have to be in close proximity for an extended period of time.

I don't think it is a good idea to have my phone receiving bluetooth connections from other people (or the security of their phone) that I don't want to trust.
