Is a national review panel, as opposed to the jurisdiction that handled the original crash/violation, needed to decide carriers' DataQs decision appeals?

I was given both citation and warning for the same infraction. I was found not guilty and filed dataQ that I had to pay for. After being decided by a judge that I was innocent I still had to pay for dataQ process that eventually took off the citation but continued to report the warning. This kept me from being hired. What happen to DUE PROCESS?

If the officer writes the citation, what makes us think that he's going to change it when we DataQ It.
