Native Americans find it insulting and/or disrespectful. They are the ones to decide. I find it disingenuous for a predominantly white government to make the decision on whether it is insulting or disrespectful.

As a Ute Indian I find it disrespectful for our ancestors to be used as a mascot. Our warriors fought and made the ultimate sacrifice, that is in no way like a high school basketball game.
