I disagree with the whole premise of giving drug users any paraphernalia. That just encourages drug use and increases crime.
I think providing clean needles makes sense — that greatly reduces the risk of blood-borne diseases like HIV/AIDS and hepatitis. But pipes? I don't see the benefits.
Like sharing needles, sharing crack pipes can increase the risk of HIV/AIDS and hepatitis, especially if they're damaged or broken. I hope this program reduces some negative health effects for drug users.
We need to try something to mitigate the rise in drug overdoses in Washington and the country. So long as we're collecting concrete data about how this program is helping, I say we should do it.
This is not an issue I care about.
