If I went on a pelagic boat ride, and didn't see a Manx Shearwater, but someone afterwards found one in a picture taken during the boat ride, I would:

Not add it to my eBird report because I didn't see it 70% (16 votes)

Add it to my eBird report only if I have a picture showing it 26% (6 votes)

Add it to my eBird report (whether I have a picture showing it or not) 4% (1 vote)

Give others the chance to vote.
