If the government and it's workers actually did their job that we the people pay them to do to begin with we wouldn't need the shelters it doesn't matter how nice or how hard government workers say or think they are working if the system is a complete failure and we people are not getting what we them pay for

Just a thought, how about sell off all the flop houses the government paid millions for , and build proper care facilities for our drug addict/ mentally ill / homeless souls, and at the same time build the some real housing for the down and out , destitute, and single mothers ,
