Public transportation is one part of the infrastructure, but it's too often short-changed.
Even without air quality considerations (especially at 4,000 ft), there are big advantages to getting people to/from work, shopping, and entertainment without dealing with parking and contending with other drivers. Non-drivers (for whatever reason) need to be able to get around like the rest of us.
Greeley isn't a big city, but we have enough non-drivers (students, disabled,...) that we need to be intentional about making it possible for everyone to get around.
