Sadly it only sounds good in theory because there simply are not enough lifeguards available to cover everywhere the reality is unfortunately there are way too many popular places people like to swim to watch over them all full time over the summer not to mention the cost to the taxpayers funding them
Most definitely there should be life guards as if it's a major safety , there are far too many unneccesary drownings; Most especially when young children, younger people & more elderly people are present.
