Good writing, but all that's really said is, "It's autumn and stormy." When I'm reading, I often skim through this kind of content until I get to the next piece of action or dialogue.
I personally would give it one more page to come up with characters and tension BUT there is a very high chance that a slush reader either at a literary agency or a publisher wouldn't. It would be very easy to change it so that at least the characters are introduced. Is there any reason that the village is held at such a distance. I doubt it.
