Although he has stated that he would not pardon him, I don't believe he ever thought it would need to happen. If he has the opportunity to pardon him, he will.

Jill will make it happen; he doesn’t have the cognitive ability at this point! IMO. What we witnessed on TV at the presidential debate was testimony of his cognitive state.
