    Maybe just as significant as the proposed HTI-5 changes is the decision by ASTP/ONC to rescind the remaining proposals from the HTI-2 proposed rule (https://www.federalregister.gov/documents/2025/12/29/2025-23890/health-data-technology-and-interoperability-patient-engagement-information-sharing-and-public-health).

    These moves were announced at the same time but the latter has gotten a lot less coverage. This shift means that the federal government is rescinding the possibility (unless re-proposed) of new regulations that advance USCDI to version 4, require support for CDS Hooks and webhooks, and facilitate the exchange of medical imaging. These are all valuable functions that align with the administration's stated priorities of API-focused interoperability, a more level playing field for innovation, and greater data liquidity. ASTP/ONC seems to be contradicting itself by taking these off the table.
