Outlaw the filters. Smokers are killing themselves anyways, so what exactly is the filter good for anyways? With no filters, smokers can use more of the cigarette, get more of the good stuff from them (you know, tar, nicotine, etc.) and they will be much more biodegradable.

At some point Mfr's of Cigarettes stoped using cotton and paper filters. Butts where biodigradable! They should be regulated to bring them back worldwide.

How about making cigarette butts that dissolve when they contact saltwater? It's called ... COTTON.

Attach a cleanup tax to cigarettes to fun cleanup efforts both in sea and on land. If this habit is going to be legal, smokers should at least pay for the costs to society that they create.
