I voted Other- essentially liberal leave with Options.
1) If you can and have been teleworking(the last 4 days), do so and stay off the roads.
2) If you use above ground public transportation and it's not running, try carpooling or take leave.
3) If you use underground Metro and can walk to the stations, go to work.
OPM should ask the Agencies "how many employees (i.e. percent of employee population) have been teleworking the past 4 days even though the Offices have been closed." I think that the answer will be surprising.
